Experience
David R. Osborne is counsel to Goldstein Law Partners. He is also Senior Fellow for Labor Policy at the Commonwealth Foundation, a Pennsylvania-based think tank transforming free-market ideas into actionable public policies. Prior to joining the Commonwealth Foundation, David was CEO of Americans for Fair Treatment, a nonprofit organization educating and empowering public employees in the context of a unionized workplace. He has also served as President & General Counsel of the Fairness Center, a nonprofit, public interest law firm providing free legal representation to those hurt by public-sector union officials, and as a Presidential appointee to the Federal Service Impasses Panel, which resolves labor impasses between federal agencies and federal employee unions.
David began his litigation career in Florida, where he had previously served as clerk to a Florida Supreme Court Justice Ricky Polston. Before attending law school, David served as official staff for a member of Congress from Orlando, Florida.
He is currently based in Jacksonville, Florida, where he and his wife reside with their four children.
Education
David received his Juris Doctorate from the Florida State University College of Law, graduating magna cum laude, and his undergraduate degree from the University of Central Florida.

David is a member of the Florida, Pennsylvania, New York, and Connecticut state bars and has been admitted to the United States Supreme Court, the United States Courts of Appeals for the Third and Eleventh Circuits, Pennsylvania’s Western, Middle, and Eastern Districts, Florida’s Northern, Middle, and Southern Districts, and the District of Connecticut.
